dc.description.abstractArticle 25A of the Constitution of the Islamic Republic of Pakistan clearly states that it is the responsibility of the State to provide free and compulsory, quality education to children between the ages of 5 and 16. One would assert that such a mandate is congruent to the education policy of most progressive nations of the world and also the Millennium Development Goals (MDGs). However, the realities on ground suggest that such an ambition remains unfulfilled.en_US
